Most classical fountains at this height use three tiers, which means three smaller bowls. Using two allows each one to be considerably wider, and the lower basin here is generous enough to read as a pool rather than as a catch tray. That changes the proportion from vertical and busy to broad and settled.
Concrete rather than resin gives it the mass the shape implies. It will darken with rain, lighten as it dries, and take moss on the shaded side over years, which is how it stops looking new and starts looking like it was always there.

Setup, Care, and Warranty
Assembly and placement
The tiers stack on site with no plumbing to connect. Concrete at four feet is a two person job, so decide the position before assembly rather than after.
Set it on level solid ground. A prepared pad or paving is better than bare soil, where this weight settles unevenly within a season and a tilted symmetrical fountain is immediately obvious.
Water level and daily care
Keep enough water in the lower basin to cover the pump at all times. A wide open pool loses more to evaporation than a narrow one, so check every few days in warm weather.
Clear debris from the bowl rims. Anything sitting on the carved relief interrupts the strands and leaves a visible gap in the overflow.
Caring for the concrete
Use a soft brush and water, and keep harsh liquid cleaners off the surface. In hard water areas a pale film builds along the rims where the water leaves, and it is easier to remove before it sets into the acanthus relief than after. Moss on the shaded side is normal outdoors and generally improves the look.
Winter and freezing weather
Dry concrete handles cold. Water freezing inside it is what causes cracking. Before hard freezes, drain the basin and the upper bowl completely, disconnect and store the pump indoors, and let the piece dry. Cover it once drained so rain and snow do not refill the bowls through winter.

Questions Before You Choose
Can birds use it?
Birds will drink from the lower basin, as they will from any open water in a garden, but this is a fountain rather than a bird bath. A bird bath holds still water one to two inches deep at around thirty inches high. This is 47 inches with water constantly moving through it, which most birds will not perch in. If attracting birds is the goal, choose a purpose built bath.
Why two tiers instead of three?
Proportion. Three bowls in the same height means three small bowls, which reads as busy. Two allows each one to be wide, so the lower basin becomes a broad pool and the piece sits settled rather than stacking upward.
Is it real concrete?
Yes, which is why it is heavy and why the surface is matte rather than glossy. It will weather with the garden around it. It also means draining before hard freezes matters more than it would on resin.

Concrete weight makes it stable, but the upper bowl should never be climbed or hung on. Set it on level solid ground away from the main running route, and run the cord along a bed edge so it will not catch a foot. The recirculating water is not intended for drinking.
