Four Bowls Set Into a Wall of Stacked Stone
Rough stone blocks stacked into a column, with four glazed bowls set into the face at alternating sides. How loud it seems will still shift with the water level and the surfaces around it, which is why a fixed decibel number would tell you nothing useful about your own space.

Setup, Care, and Warranty
Setup and placement
Fill it, plug it in, done. One person can carry it at 18.1 pounds. Set it level, since bowls on alternating sides overshoot easily if the base is out of plumb.
Face the bowls toward where people sit or pass. From the back it reads as a plain stone stack.
Water level and daily care
Keep enough water in the base to cover the pump so it never runs dry. Four open bowls and a narrow base mean the level drops faster than on a large fountain, so check every few days in warm weather.
Clear leaves from the bowl rims. On an alternating design a blocked lip sends water past the bowl below rather than into it.
Looking after the finish
The glazed bowls and the stone texture carry the look, so wipe with a soft cloth and keep harsh liquid cleaners off. In hard water areas a pale film builds on the wet bowl rims and is easier to remove before it sets than after.
Winter storage
Before hard freezes, drain the base and every bowl completely, disconnect and store the pump indoors, and dry the piece out. At 18.1 pounds bringing it inside is straightforward and is the safest option.

On a level solid surface, yes. At 28.3 inches it is not especially tall, so the weight to height ratio is reasonable. An exposed windy corner is still worth avoiding, and it should sit on paving rather than soft soil.
